A small retail hub could grow among single-family homes in a historic Brookhaven neighborhood. But a controversial parking lot could be a complication. Reside Partners hopes to add two commercial buildings, linked by a small plaza, at the northeastern corner of a roundabout at Windsor Parkway and Osborne Road. The project would replace a grass field and remnants of a former parking lot with a 4,000-square-foot restaurant, 1,560-square-foot retail building and more than 30 new parking spaces in the historic Lynwood Park neighborhood.
